Pre-Qualification Questionnaires / Standard Questionnaires / Expression of Interest
Traditionally when procuring goods or services, the public sector issues a pre-qualification questionnaire (PQQ) this could also be called a Standard Questionnaire (SQ) . Expression of Interest (EOI) are also commonly used to evaluate suppliers to determine their suitability to deliver the contract. If a company passes these, they would then be shortlisted and through to the next stage of the process, the tender stage, from which a successful bidder would be selected to deliver the work.

ITT
Invitation to Tenders
If you are invited to tender, and once passed the pre-qualification stage, PQQ (if applicable), you are essentially shortlisted to continue to bid and submit why your business should win the contract, often through responding to a formal set of questions, and your price, which could be a one-off project or a Framework Agreements
This will then involve you providing more information to the buyer developing a strong bid submission, giving in depth answers to their questions and evidencing your capabilities.
